CONSIDERACION DEL TRAFICO POR AMBAS VIAS
CONSIDERATIONS FOR TRAFFIC USING BOTH MEANS

1o) El camión ofrece sobre el transporte marítimo la ventaja de la celeridad.-
Las cargas remitidas por camión son entregadas dentro de la semana o días más de contratado el transporte, con la ventaja de que de hace de puerta a puerta.-
En cambio si el transporte se hace por vía marítima, el remitente debe enviar su carga al puerto el día que la fija la Empresa Naviera, con la probalidad de que el día señalado, por afluencia de camiones al costado del buque no pueda entrar en turno, debiendo regresar al día siguiente con el consiguiente recargo de gastos y pérdida de tiempo.-
Terminado el cargamento total del buque, que puede prolongarse por una semana o más, recien inicia el viaje, tardando en llegar a los distintos puntos lo que le insume la navegación más las operaciones que realiza en los mismos,- Practicada la descarga se entra al proceso de clasificación, remisión a estaciones y entrega final, con lo que se ha observado tiempos que pueden apreciarse en 15 días a Madryn; 20 a Comodoro Rivadavia y 25 a Puerto Deseado, como mínimo cuando se ha realizado el transporte regularmente y los que se amplían en casos de fuerza mayor.-
1st) The lorry offers the advantage of speed over sea transport.
Goods sent by lorry are delivered within a week or a day or two more from the placing of the order, with the advantage of being door to door.
On the other hand, if the transportation is arranged by sea the sender has to send his goods to the port on the day set by the shipping company, with the probability that on the specified day, because of other lorries alongside the ship he will miss his turn (for loading) and have to return the following day with the consequent increase in expense and loss of time.
The completion of the loading of the ship can delay the start of the voyage by a week or more delaying the arrival at the various points which are reached by sea plus the operations carried out in the same.
Once unloaded the process of sorting, forwarding to stations and final delivery starts. Times for this have been observed amounting to 15 days to Madryn; 20 to Comodoro Rivadavia and 25 to Puerto Deseado, with a minimum when the transport system is operating regularly and more in cases of
force majeur.

2o) El camión ya sea visto en empresas organizados o bien en los que actúan individualmente, salen con regularidad desde la Capital Federal, Bahía Blanca o San Antonio (Oeste), estos últimos en

combinación con el Ferrocarril Roca, ofreciendo un medio de transporte continuo, en el que se desplazan las mercaderías acordes con las necesidades de la zona.-
En cambio el buque zarpa del puerto de la Capital Federal recien cuando ha completado su cargamento, equivale decir, sin itinerario fijo. Lo mismo ocurre cuando efectúa sus recaladas en puerto del Sud, ya que por conveniencias de las Empresas Navieras pueden alterar aquel y tocar primeramente un puerto que otro, originándose demoras en aquel que resulta afectado elevando el tiempo insumido.-
Influye en el ánimo del consignatario tal circunstancia y cunde la desorientación en el cargador que no sabe fecha de llegada y disponibilidad de bodegas para el embarque de sus productos.-
2nd) The lorry is now seen in organised companies or well run by owner-drivers leaving the Federal Capital, Bahía Blanca or San Antonio (Oeste) regularly, these last in combination with the FC Roca, offering a medium of integrated transport, in which goods travel according to the needs of the area.
On the other hand the ship leaves the Federal Capital once loading has been completed, in other words, without a fixed timetable. The same happens at each landfall at a port in the South; the shipping companies even suit their convenience by altering the route and visiting one port rather than another, generating delays and increasing the time in transit. Such circumstances affects the mind of the consignee and increase the disorientation of the consignor who does not know the date of arrival and the availability of storage for his products.

3o) El camión por el escaso manipuleo de las mercaderías, entrega éstos en condiciones normales o caso normales con un porcentage mínimo de deterioras.-
El proceso que observan las mercaderías es el siguiente: Remitente - depósito - Camíon - Consignatario,-excluyendo en casos el movimiento a y de Depósito.-
Las mercaderías que observan la vía marítima, en cambio, son recibidas con un porcentaje elevado de roturas y averías por el trato desconsiderado que se les dá y la modalidad y elementos de trabajo que se utilizan.-
El proceso que siguen es: Remitente - Camíon - Buque - Vagón - muelle - Depósito - Acarreador - Consignatario.-
3rd) The lorry because of the lack of handling of the goods, delivers them in normal, or near normal, conditions with a minimal percentage of damages. The process which the goods follow is the following : sender - store - lorry - recipient, excluding at times movement to and from store. By sea transport the goods experience, on the other hand, a high percentage of breakages and losses by careless treatment and the methods and frequency of handling.
The process which they follow is : sender - lorry - ship - trolley - wharf - store - cartage - recipient.

4o) El camíon, en todas los casos al constatar una avería o falta de bulto en el momento de su entrega, y sin ningún trámite, paga en el acto el monto de la misma.-
En cambio en el transporte marítimo, las Compañias Navieras, además en ampararse en la gran cantidad de claúsulas insertas en los conocimientos, agregan otras eventuales en las que se eximen responsibilidad. Producida la avería o falta de bultos, el consignatorio para intentar cobrar el perjuicio debe seguir una serie de tramitaciones con resultado dudoso.-
Este criterio sustentado por las Empresas Navieras está en pugna con el Ferrocarril - en el caso de Madryn donde nos hacemos cargo de la mercadería - quien reconoce los reclamos que le son impunables, pero justo es reconocer que nunca con la celeridad que lo hace el camionero porque lógicamente debemos reunir todos losantecedentes, previamente.-
Tratándose de un transportew combinado y no atendiendo una de las partes el pago de reclmaos, el tráfico por nuestra vía se resiente visiblemente.-
4th) The lorry, in all cases of breakage or loss of a package in their charge, and without any negotiation, pay the amount on the spot.
On the other hand sea transport, the shipping lines, in addition to sheltering behind a great number of clauses in the contract, add other events for which they deny responsibility.
A consignee seeking to claim for breakages or loss of packages has to follow a series of negotiations with a doubtful outcome.
The procedures adopted by the shipping companies are in conflict with the railway (in the case of Madryn where we take charge of the goods) which recognises the claims attributable to them, but justly recognises that it is not as quickly dealt with as the lorry proprietor, because, logically, we have to review all prior events, before (paying out).

5o) El camión ofrece la ventaja para el consignatario que le entrega sus cargas en la puerta de su domicilio lo que representa además de una economía en acerreos, un menor manipuleo y la comodidad consiguiente.-
El transporte por vía marítima obliga al consignatario a contar con vehículos para el acarreo de sus cargas entre los depósitos y su domicilio o viceversa, privándose de las ventajas que le ofrece el camíon en este sentido.-
5th) The lorry offers the consignor the advantage of sending his goods from the door of his premises, which also represents a saving in transport, less handling and subsequent convenience.
Sea transport obliges the consignor to deal with vehicles for transporting the goods between store and premises or vice versa, negating the advantages which the lorry offers in this direction.

6o) Tanto el Ferrocarril como el buque aplican tarifas fijas en todos sus transportes.-
En cambio el camíon, en su gran mayoría, cuando no encuentra cargas para sus viajes - especialmente al regreso - rebaja las tarífas en forma reservada, no pudiéndose conocer cual es el importe real que cobra, pero estableciendo una competencia desleal.-
6th) Like the railway the ship operates with fixed charges for all journeys. On the other hand lorries, on the most part, when they cannot find loads for their journeys, particularly on their return, give a rebate of a confidential nature on the charges, so that it is not possible to know the true amount of the transaction, establishing unfair competition.

Estas circunstancias que constituyen razones poderosas para el usuario ha hecho que se tenga una predilección en el transporte carretero quien ha entablado desde hace años una competencia que irá en incremento quedando evidenciado claramente que toda acción que pueda ejercerse en pró de la recuperación de trafícos sólamente tendrá relativos resultados por que hay dentro del engranaje en que gira el camión otros aspectos incidentes en la preferencia que gravitán negativamente sobre el tráfico ferr-marítimo. Efectivamente el camión con su amplio desplazamiento se interna en los propios centros de producción

concertando los transportes que el Ferrocarril espera inutilmente en sus estaciones.- Aquel le ofrecerá las ventages puntualizadas que será preferídas y no se avendrán a un transporte en coordinación con el Ferrocarril.-

These circumstances, which provide compelling reasons for the user, have created a predilection towards road transport which has initiated, for some years, a growing competition. It is clearly evidenced that all action which can be taken to recover the traffic only has relative results because there are in the sphere in which the lorry operates other incidental aspects in the preference which operates against the rail-ship route.
Effectively the lorry with its freedom of movement enters the private centres of production, arranging the transport while the railway waits unused in its stations. That offers advantages of punctuality which will be preferred and will not arise in a transport system in conjunction with the railway.

Todas las tentativas de coordinación experimentadas entre el Ferrocarril y buques para llegar a un transporte que pueda superarse al camión, irremisiblemente han fracasado y su motivo no es otro que los propios inconvenientes insuperados por el vapor y que emergen de una vía expuesta a soportar factores diverses que conjuran con todo programación.- Claro está ésto cuando el camión compite desde esa Capital Federal, a distancias tales como 1,393 kilómetros en el caso de Puerto Madryn, 1.840 en el de Comodoro Rivadavia y con menor intensidad Puerto Deseado que dista 2.147 kilómetros, sin que haya desfallecido en ningún monento, por lo contrario, cada vez con mayor auspicio.-
All the attempts at coordination tried, between the railway and the ships to reach a form of transport which could compete with the lorry, have unpardonably failed. The causes are other difficulties arising from the steamers and which emerge from a service liable to be subject to diverse factors which defy all programming. This is obvious when the lorry (is able to) compete from the Federal Capital at distances such as 1, 393 km in the case of Puerto Madryn, 1, 840 in that of Comodoro Rivadavia and to a lesser degree Puerto Deseado some 2, 147 km without weakening for a moment; on the contrary, each time more successfully.

Pero es que es natural que así ocurra si se contempla que tanto el Ferrocarril como buque vienen prestando sus servicios con los mismos elementos de hace muchos años que padecen del desgaste impuesto por la intensidad del trabajo a que han sido(?) sometidos, y sin que las instalaciones hayan sido mejoradas, con sus mismos sistemas operativos en tanto que el camión en un lapso menor ha(?)ído en constante mejoramiento hasta llegar a la actualidad con unidades de gran poder transportativo y radio de acción a bajos consumos y con facilidades adquisitivas que lo han puesto al alcance de los camioneros, factores aún codyuvados por una transitabilidad asegurada por Vialidad Nacional en la conservación permanente de caminos.-

But it is natural that it occurs thus, if it is considered that, as the Railway so the ship, come providing their services with the same ancient equipment and suffer from the wearing down by labour-intensive practices to which they have been subject and, even if the installations have been improved, the same operating systems remain, while the lorry, in a short time, has experienced a constant improvement to reach today a great transporting capability and a radius of action with low fuel consumption and with acquired facilities to the advantage of lorry owners; factors even enhanced by the security of transit assured by the National Roads Authority in permanently maintaining the roads.

Sufre también el transporte ferr-marítimo porque debe observar estrictamente todas las leyes sociales que el camión elude en su libre transitar.-

Rail-sea transport also suffers because it has to observe strictly all the social laws which the lorry avoids by its freedom of travel.

De allí también que el camión que actúa en la zona radicado el la mayoría en las cabaceras de las líneas - en acarreos paralelos al riel no se avenga a trabajar en coordinación el Ferrocarril, soportando aparte de aquella competencia, esta otra que drena los intereses del Ferrocarril.-
From there also the lorry operates in the area for the most part around the head of the lines (i.e. the seaward terminal). In routes parallel to the lines they do not attempt to work in cooperation with the railway; enduring apart from that competition, that other which drains away the interests of the railway.

De todos estos razonamientos surge en evidencia que el desenvolvimiento de las líneas se vé obstaculizada por la acción limitada en que es tá (?) sometido por la falta de un horizonte que le permita ampliar sus transportes que en la actualidad comienzan ó terminan en sus cabeceras que no le abre otra perspectiva que la percepción de fletes a cortos trayectar, llegando a la conclusión que la solución integral debe surgir de adopciones a que más adelante me referiré.-
From all these reasonings evidence arises that the development of the lines is seen as being hindered by limited action to which it is subjected by the lack of a vision which would allow expansion of its transport systems; which at the present time start or finish at their seaward ends; which does not allow any other perspective than that of short haul goods, reaching the conclusion that the integral solution must arise from proposals to which I have previously referred.

CONSIDERACIONES SOBRE EL SERVICIO AUTOMOTOR
COMMENTS ABOUT THE ROAD MOTOR SERVICE

Sin olvidar la libertad de trabajo a que tiene derecho el transporte carretero, el que se registra en la costa atlántica, aparte de significar una superposición de servicios, al estar servida por Compañias Navieras, ocasiona erogaciones evitábles o aplicadas a una mayor finalidad si se lo orientera hacia otros centros no servidos o medianamente servidos con una solución amplia y equitativa y con miras a la coordinación Terrestre-Ferrocarril, consiguiendo con ello.-
Economía en los repuestos en general,-
Economía en los gastos de conservación de caminos, etc.-
Economía en combustibles.-
gastos que siempre significan evasión de divisas que se podrían aplicar en adquisiciones de material ferroviario al evitarlos.-

Without forgetting the freedom to work to which the road transport has a right, those which operate on the Atlantic coast, apart from duplication services being provided by the shipping companies, (would) give rise to obvious benefits or (would be) applied to ensure a greater objective, if they orientate towards other centres not served or partly served; with a completely fair solution and with the intention of co-ordinating rail and shipping, consequently resulting in:
Economy in expenses in general,
Economy in the maintenance of roads etc.,
Economy in fuel.
expenses which always represent adiversion of finance which could be applied to the purchase of railway equipment and so avoid them.

Lo ideal es que se lograra una combinación del transporte camión ferrocarril pero aquel es reacio a un arraglo al que solamente llega cuando la conveniencia así se lo aconseja, recien entonces nos entrega cargas, pero se registra en escala infima - excepcionalmente.-
The ideal is to achieve a combination of lorry-railway transport but that is a situation which can only be reached when convenience so allows, currently when goods are entrusted to us, it is exceptional and on a minimal scale.

El camión está en abierta competencia con el ferrocarril y buque y no bajo otro aspecto se puede ver este medio de transporte, ya sea constituído en empresas o individualmente como se pretenda en la zona,

pero, siempre, justa es reconocerlo prestando un servicio que ha superado al marítimo-ferroviario en muchos aspectos.-

The lorry is in open competition with the railway and ship and this means of trasport cannot be viewed in any other way, even if it is now formed into companies or individuals as they develop in this area; but always the fight is recognising the creation of a service which has overtaken the sea rail service in many aspects.

La Sociedad Anónima Importadora y Exportado de la Patagonia con barcos:with ships: 'José Menendez', 'Estrella Austral' y 'Atlántico'.-

La Compañia Costa Sud con el with 'Motomar', 'Navemar', 'Delmar' y 'Bajamar'.-

Transportes Navales que afecta al undertaken by 'Les Eclaireurs', 'Le Maire', 'La Paraia' y los B.D.T.-

La primera de las compañias citada podría decirse que transporta un 80% de cargas destinadas a sus sucursales destacadas en cada puerto; La segunda trae para las casas de comercio en general al igual que Transportes Navales que lo hace en menor grado.-
The first mentioned company may be said to convey 80% of the cargoes to its branches in each port; the second (group of) ships for commercial houses in general, as does Naval Transport which it does in small measure.

La irregularidad de llegadas, las averías que se producen en las cargas por mayor manipuleo con envases débiles e inadecuados, la falta de reconocimiento y agilización en el trámite de los reclamos. la inseguridad de carguío de los productos por falta o desconocimiento de disponibilidad de bodegas y han contribuído para que gran cantidad de cargamentos que se hicieron siempre por esa vía se hayan desviados definitivamente por la terrestre tornandose problematico reconquistarlo.-
The irregular arrivals, the breakages in the cargoes owing to greater handling of weak or inadequate packing cases, the lack of recognition and sluggishness in dealing with claims. The insecurity of the carriage of products through failures or ignorance in the stowage of the holds has contributed to the large number of consignments which always used to go by this route being diverted to land transport making their recapture doubtful.

Tal la situación que, mientras los buques se ven en serios aprietos para completar sus bodegas para iniciar sus viajes, el camión ha incrementado sus circulaciones en desmedro de aquel con verdaderas caravanas que circulan en ambos sentidos por los caminos patagónicos pasando de ser de los primeros momentos en que se constituyó solamente una amenaza a tornarse ahora en el transporte preferido por gran parte de los comerciantes y productores regionales.-

Such is the situation that while the ships are seen to be seriously (held up) filling their holds before starting their voyages, the lorry has increased its journeys, to the detriment of the former, with veritable caravans which drive in both directions over the Patagonian roads; passing from the former times in which they were only a threat, to, in turn, becoming the preferred means of transport for the merchants and regional producers.
