Trelew 7 April 1891
To the Governor of the Territory of Chubut Lieutenant Colonel Luis George Fontana

Most Excellent Sir

In the month of December 1888 my predecessor Mr. Loveday presented respectfully on behalf of the Chubut Central Railway undertaking who had petitioned the Honourable National Congress for a concession to extend the line from this town by the valley of the Chubut passing the towns of Gaiman and Rawson. In the hope of securing such a concession it was necessary to reserve a number of plots of government land in the said towns through which the railway would pass.
Your excellency acceded generously to this petition granting to the Chubut Central Railway undertaking in the town of Gaiman the squares 3, 4, 5 and 6 belonging to the state.
But resulting from the crossing of these said plots by the new irrigation canal which is being built and understanding the underwriting of the general interests of the Colony as the natural conditions of the land through which the said canal passes at this point
indicates plots be substituted for the two squares Nos 7 & 8 and the half of the squares 4,5 & 6 fronting the north and the half of square No 17 fronting the south in accordance with the official plan of the town of Gaiman.
With this motive I have the honour to greet Your excellency with all consideration and respect.
